Father sentenced to prison after decapitating seagull who stole fry from daughter

Outrage After Man Avoids Prison in Seagull Killing Case at Jersey Shore
A New Jersey man has sparked public backlash after receiving what critics describe as a lenient sentence for killing a seagull in front of families on a busy boardwalk. Franklin Ziegler, 30, admitted to decapitating the bird on July 6, 2024, near Morey’s Piers and Beachfront Water Parks after it attempted to take food from his daughter. Witnesses, including children, reportedly watched in shock as the incident unfolded.
Authorities said Ziegler later acknowledged the act on police body camera footage and became confrontational when approached by officers. He pleaded guilty to multiple charges, including third-degree animal cruelty, and was sentenced to 263 days in jail—time he had already served—along with five years of parole and $155 in fines. Instead of prison, he was admitted into a recovery court program, which focuses on treatment and supervision for individuals whose offenses may be linked to substance abuse.
The outcome has drawn sharp criticism from animal welfare advocates, including In Defense of Animals, who called the punishment a “slap on the wrist” and argued it failed to reflect the severity of the act. The case has reignited debate over accountability in animal cruelty cases and whether the justice system is doing enough to address offenses that many say have broader social implications.
